Dear Ladies and Gentlemen, my name Eugeny Dyakonov, independent journalist, the political refugee from Uzbekistan, now I live in Norway where has received a political asylum in 2003.

Introduction

To live some time in camps of accommodation of refugees, I with surprise for myself have found out, that in many countries which have programs of rendering assistance to refugees, there is a serious problem and a name of this problem - so-called �professional applicants or selectors of a refuge�. On slang refugees and workers of camps, - �professional asylum�, for convenience, further under the text I shall name their "profi".

Working above this project I, first of all, hope for cooperation with the state structures, but meanwhile for me a problem is � the language barrier �, to more productive work I expect for interest of the Commissioner on case refugees, UDI or polices. But in any case, I shall work above this project, with them or without them. The project has already caused interest in many structures.

Naturally, at work of this project there is a real opportunity for opening new workplaces for aboriginals of the European countries though also restoration of elementary validity - because of "profi" test serious problems refugees who have real problems.

In the homeland I was engaged in illumination of problems of prisons, prevention of tortures and counteraction of a death penalty, but in Europe there is no death penalty or tortures, and problems of prisons are accessible to all and the state pays to this sufficient attention. Therefore it was necessary for me "to train for a new profession" to not lose skills of the defender of human rights, and I started to study "sharper" problems connected to problems, rendering a loss to the countries of the European Union and Scandinavia.

That represent "profi" and in what they bring their danger, and what harm to the countries and the Program of the United Nations on refugees. The problem is actual enough for all countries of Europe and Scandinavia (signed the convention on the status of refugees from 1951). If further to not solve this problem or to not search for a way of the decision of her consequences can be very sad problematic for these countries.

In the nature, perhaps, ideal from the point of view of validity and distributions of duties in a society began bees that considerably act with drones.

Sirs, I do not call for introduction of a death penalty or other strict measures, for people, which do not want to work in the country and have got used to live for another's account.

But it is very fast in front of Europe and Scandinavia there will be a question on less liberal measures to "profi". Otherwise all this will proceed long years and after time, "profi" will plunder and will disorganized Europe and Scandinavia from within.

The proof of it can be, circumstance, that about 80 % of people found refuge, do not wish to work and �sit on the social help�.

I have undertaken boldness and have carried out careful monitoring this problem, have carried out conversations with several tens people, in my opinion, and as they said, corresponding to a category "profi", trying to find out a root or a source of a problem. The purpose I have put to make the analysis and conclusions and to develop recommendations of the subsequent actions, and for possible ways of the decision of this problem.

There is an opinion, those journalists and defenders of human rights are �sentry dogs� democracies, which, not being afraid, take out for national discussion becoming ripe problems and ready to any criticism.

Before to solve what that problems, it is necessary to find "root" or a source of this problem, for example as in treatment to eradicate it is necessary not only illness but also its source.

If to analyze a life of these people that is, first of all people which use not especially good reputation in the homeland and arrived to Europe and Scandinavia in searches of a good life. On my supervision, they never wanted to work and �people - drones� have got used to live for another's account, �Having got in camp of refugees, they have found a good way of a message an antisocial and parasitic way of life, for the another's account. These people receive the good grant, even to the European measures, despite of it they steal from shops, plunder citizens, eat from garbage containers - that represents danger, first of all for their health, drag from dumps the old equipment and non-liquids and send them home by mail - where in their countries, relatives sell things in the trading markets, as �second hand�.

It is necessary to notice, that the system of refugees became enough favorable clause for "business" as, not applying efforts it is possible to amass a good fortune, to measures of the countries of former Soviet Union.

How these people they get in system of refugees?

On miscellaneous. Who as can. The main thing they observe the fulfilled, unique style up to accuracy, go from the country in the country, each time tell not a real or invented legend about the ostensibly existing problem in his country.

It is paradoxical, but cases when are not rare, after years of a useless life "profi" receive after all "positive", and a trace both the European passport and the status of the refugee, not clear, that this person will do further, nobody knows, than the person the interested person to toil will be engaged, he can and in something will be engaged, but to be of use for people - never. I think, that it is not necessary to speak and that these people deceitful ways receive passports on assumed names, and it is already criminal.

The life is a life, the nature demands the, and will of the destiny chosen them these people I live together with itself similar, and form families, children who are tormented are born, wandering on camps in all Europe and Scandinavia.

Personally for me, stay in camps of refugees was equivalent to torture by expectation because I have been doomed for idleness and consequently torment and did not find to itself a place as to me was not than to engage I daily visited library and communicated with people.

The proof of that stay in camps of refugees, is equivalent to torture by expectation, there can be an example with the citizen of Armenia who has been driven mad and became the mental invalid.

This problem lasts long years, for example, there is a case with the citizen of Turkey whom 15 years live in system of refugees in Europe. On my question, what for it is necessary to him, he answers, that him it is it arranges, and he is ready to wander so as early as long years, if only to not work.

There is an example with the citizen of Moldova who was in each country of the European Union already on two times and last time on larceny has managed to collect more than 100000 dollars for one year. Many inhabitants of Scandinavia can dream only have such money, but he told that takes away from this country only the - personal. Really the impudence does not have borders, and liberal views of laws allows and to plunder these countries further.

One more example, with the citizen of Latvia who "has surrendered" in Norway under a kind of the refugee from the Chechen Republic, he continues to live in camps of refugees, absorbing considerable means, and here he conducts crime a way of life. On my question, what for it is necessary to him, he answers, that he always lived and will live for another's account, but will work for the good of a society he never. He considers, that it is lower than his advantage.

It is necessary to notice, that the administration of camps usually has the information on a real origin "profi", but these people on former continue to live due to another's trouble.

There is an example with group of citizens of Georgia, which has put on a stream larceny from shops and a robbery of citizens.

There is an example, with the woman from Ukraine with children, which is ready to be humiliated and suffer of deprivations, if only to receive residence permit in Europe and Scandinavia, in the name of the future of her children as she makes comments on the actions though has told to all some ridiculous histories about "problem".

Examples it is possible to result much, inhabitants of the next republics with the Chechen Republic, Ingushetia, Dagestan, give out itself not only for Chechens, but name assumed names. Is amazing, but they too receive a refuge, and later and residence permit.

There are not few examples, that when the Arabic - speaking citizens of the African countries give out themselves for refugees from Somalia, for me was a riddle why many having arrived and Holland or from Germany do not get under action of the Dublin convention, the answer appeared is simple, they to burn fingers on an electric stove. What for they make it? I think repeated scanning of prints of fingers and police is necessary to carry out will receive answers to many questions. Citizens, Pakistan, Tajikistan, and Turkmenistan - give out themselves for Afghans and too receive residence permit.

Taking into account, that in a basis of "profi" come to Europe and Scandinavia without documents or name assumed names. Really all at 90 % have passport, but they hide him, being afraid, that at presence of the passport of him deport faster. After reception of the passport, in their plans does not enter to search for work, as long time is possible to live comfortably. For someone from him or her it is provided paradise for all stayed life.

I do not know, whether it is necessary to speak that to many aboriginals of the European countries all these blessings are inaccessible never though they working for the good of the Native land all life. These people free-of-charge receive that is not accessible to local residents, for example, the apartment or the house in city center for which it is not necessary to pay and receive the social help, easier speaking to parasites, and in case of presentation to them of claims, they try to secure themselves against the law and to up "alarm" about ostensibly racism or nazism.

The list of problems and examples can be continued for a long time, but important to find ways of the decision of these problems.

The analysis of a problem

First of all, it is impossible to count occurrence of this problem economic trouble of those or other countries from which come to Europe and Scandinavia "profi". For example, what to get to Europe in the illegal way, people pay from 2000 up to 6000 US dollars, for take across one person. In many countries of this money it is enough to open the enterprise of small business or cafe and messages respectable enough and without a poor way of life. That is it is impossible to tell unequivocally that is poor and unfortunate people.

So, people in system of refugees can be divided on two groups, real refugees and professional applicants of a refuge - "profi".

The group "profi" can be divided definitely into three groups, it is frequent members of these groups are interchanged the position.

The first group - professional applicants of a refuge.

The second group - crime persons.

The third group - illegal workers.

It is necessary to remember, that I speak basically about representatives of Russian-speaking Diasporas, which is about people from the countries of former Soviet Union.

The most numerous group is first "group". What is their purpose?

The purpose is limiting, clear and simple. To live in any European or Scandinavian country as it is possible longer, to conduct a parasitic way of life, sometimes trading crime business drugs, alcohol, assistance in take across others illegal persons.

The second group: crime persons, it is people with the settled gangster or thieves' mentality and with the concepts about meaning of the life. A basis of their plans is the simple purpose, to steal for personal enrichment. Same they were engaged in the homeland.

On my question, to the Belarus guy whom it is open, spoke, that he has arrived to Norway only to steal from shops, what for it is necessary to him, he also has openly answered, that in Belarus for larceny of him will condemn for long term, and here, a maximum of him will send home.

Extremely seldom these thieves come to Europe on the single, usually they go groups or are grouped on a place on a thieves' structure.

Anybody, not hesitating, they speak, that is necessary to steal and run more likely from here in other country.

In my opinion, softness of the European laws and the criminal legislation allows crime to persons to do the dirty affairs, not being afraid to be punished.

It is compelled, to repeat, but these people on 100 % are here under assumed names, without documents or with false passports as they are sure, in case of their deportation, it is not possible and is problematic, as is real this person does not exist in the nature.

The third group, "illegal" workers. Perhaps, the most uncontrollable, most invisible and most dangerous group in this list. If to speak frankly the European system itself has created and continues to create to itself that problem as "illegal" workers. At the comparative analysis of unemployment in Europe, the damage from them is rather great and hardly who can count up him.

And here unemployment and, and here illegal? I shall answer, what even in those conditions, illegal workers can find to themselves work. How? Very simply.

The employer, quite often employs illegal, rather than the person with documents because in case of dismissal, he is obliged to pay indemnifications and miscellaneous costs.

"Illegal" usually pay it is insignificant a little and he is deprived of civil rights, he at any time can be dismissed without any reasons, at all not having paid the stipulated sum. Such actions are fraught with consequences and do not pass with legal workers, and " illegal " there is no place to go to complain.

It is paradoxical, but it is a lot of, on my supervision, will involve " illegal " and former natives of system of refugees found refuge give them work, that is, having received the blessings from the country which has given him residence permit, this person steals from same country, bypassing taxes and deliberately underestimating incomes.

Amazingly, but money presently can do all or nearly so all. Workers employ at presence at all of them documents resolving work, but they work on "black", that is illegal. To the head of firm is unprofitable to pay for him taxes. In case of occurrence of police, "illegal" quickly retire.

Believe me, this phenomenon has mass if not to tell catastrophic character for Norway.

In due time also Soviet Union has been plundered from within.

Unfortunately, in Norway I witness very unpleasant stage when the high-ranking Norwegian policeman in Parliament tried to lift a problem crime persons from among foreigners so on him have brought down weight of criticism and accusations of racism and nazism. All this occurred on a background of a notorious affair about shooting at airport Gardenmoen. The question was basically Asians. The unfortunate policeman did not know, where to him to disappear, though he promised to open up to 80 % of crimes across all Norway. It is necessary to admit the fact, which as soon as a problem it is criminal, rises at a high level so with sharp protests some deputies� act. Can, there is whose personal interest or some members of parliament in not disclosing of crimes. It is possible to judge people on their acts. That is robbers, thieves and murderers can feel like easy as they have influential defenders in the Governments of the countries.

 

On special and more vulnerable position refugees - women.

Not all women go to be engaged to Europe in prostitution or to idle. Many go with hope, to leave in marriage for the European or to find work. But in overwhelming majority, they become a victim of developed circumstances or them involve in ������������ adventures or them simply deceive.

In camps of accommodation of refugees all prospers both gamble and prostitution, therefore refugees - women quite often become object of attacks �super-profi�. Sometimes under pressure of circumstances, after the first negative answer, they come across on dodges "profi" and engaged in prostitution or live together with other refugees in exchange on rest and not oppression on the part of other refugees.

On mine, to refugees - it is necessary for women to pay more careful attention from humane reasons, the woman, in the majority, they have no bents to crime, but under the certain circumstances can be involved on this environment.

Only for the sake of justice it is necessary to notice, that, even t� marry, these women become object of mockeries on the part of the husband or his relatives. In the Context under Human rights it is qualified as - violence over family.

There is a case when the woman from Russia is compelled to bear humiliations with the husband - European and position of her is deprived of civil rights.

Conclusions and Preliminary recommendations

To draw an unequivocal conclusion very difficultly as the refugee problem completely is not investigated though there is a weight of the international agreements and laws inside the countries of accepting refugees. Certainly, everyone understands, that sharp change of the legislation inside any country will cause the big criticism on the part of the world community. Therefore I think, that it is necessary to study a root of problems all over again. Completely to study the factors promoting occurrence of these problems. Gradually to improve the legislation not harming to reputation of the country, and also to manage to keep the internal blessings of the country. I think, that is necessary to enable within the framework of the stipulated legislation completely to the state structures engaged in a refugee problem, to analyze a situation developed in system of refugees, to make necessary decisions, to enable entering of offers, and the most important to coordinate actions of all structures interested in the decision of a problem. For today it is necessary to enable the State structures and Police, to get necessary access to the documentation on "crime" to refugees, in fact all know, that it nothing the real refugee are afraid in the country of a refuge. Scales of a problem are very great and consequently I think, that it is necessary to prepare the project and recommendations under the decision of this problem. It is necessary will address with this project to the countries of the European Union, and to begin joint actions which in a result the countries to should lead an exit from this problem and if necessary to signing of new interstate agreements on this question.

As the first and constructive measures, for studying this problem I am ready to leave in the countries, whence in the majority there is a stream of refugees and on a place, from within, to study a situation, to develop and offer seen ways of the decision of this problem.

I am personally ready to leave in places, whence are delivered illegal more often and to carry out research on a place that authorities of the European countries have received an authentic picture of an event. For example, to Russia, Ukraine, Belarus, Moldova.

But only monitoring and reports to solve that problem it is impossible.

So, initial measures, first of all Norway should become less attractive to "profi" for what introduction is necessary, I shall not be afraid of this word, repressive measures, for "profi" and other it is criminal.

The measures suggested by me will seem to much brutal and severe, breaking human rights and a personal freedom, but I lived in system of refugees and I can tell openly, that the fair person has nothing to be afraid, these measures are directed only on counteraction "profi" and is criminal.

1. "Elimination" "profi" at the first stage in police on prints of fingers for what closer cooperation of policemen with the colleagues is necessary. There is no need to spend for the doubtful person of money; first of all it is necessary to find out about his recent past, probably, he should be deported at once.

2. Preventive measures that people did not dream to go to Norway where on hearings for them paradise is provided. It is necessary to dispel a myth about a careless life in Europe. There is an example when the Russian journalists have removed documentary film about a life illegal Portugal; a stream illegal in this country at once was reduced. I think, that the Russian journalists, see this problem more sharply, and can tell to the spectator on clear to him language about inexpediency of this invention. I am confident, that the effect will be positive.

3. Introduction of really repressive measures to "profi" who has already got in archives of police for crime feats, especially, to "profi" which arrived here repeatedly. On finding-out of their person a lot of time inside is not required. Deportation should occur not in 6 months, within several days if the person "was highlighted" in system of archive of prints of fingers and behind him the negative file. What for to hold this person on �the neck� if it is beforehand clears, that he has arrived here to steal or parasites.

4. In camps 1 and 2 levels to hold longer time of everyone who does not have passport, or those who has arrived here repeatedly, (is compelled to make a reservation, that I ���� speech about refugees from the countries of former Soviet Union), before final finding-out of their person. To these camps to give the status as for transit and to deportation. That measure is simply necessary, because:

a) in system of these countries existence of the person without the passport is impossible and the police of all these countries conducts active work on universal certification of the citizens,

b) it is impossible to buy tickets, to pass a little careful boundary or customs controls, policemen examination and control along the line, it is especially impossible to drive to Europe or Scandinavia without the passport,

c) the legend about theft or losses of the passport has already set the teeth on edge a policeman. The conclusion, people who declares, that he does not have passport - deceive, the passport - is hidden or name assumed names. What for they do it - to guess uneasy.

5. To "profi" and crime to persons to apply deportation within 72 hours.

6. To persons making crime actions - to stop consideration of the petition for a refuge and to deport within 72 hours.

7. To make inquiries about "profi" in neighboring countries with an obligatory question on his file, (behavior, than was engaged), etc.

8. At absence of the passport or other document of not causing doubt to not consider the petition for a refuge before full finding-out of the person, or before reception of authentic data by authorities of Norway about the person from neighboring countries or other data of not causing doubts of authorities.

9. In all camps to demand creation of the file, together with police on the places, the describing person, for the subsequent archiving and at inquiry always it is possible to find out, than the person was engaged, being in system of refugees.

10. For those who "surrender" under inhabitants of other countries to stop the petition for a refuge and to deport in that country, whence he has arrived or in that country in what language he speaks.

11. For those who "surrender" under a kind of minors, really is not those, those measure that I have specified in point 10.

12. For illegal workers, polices together with "Falken" to organize spot-check on building site, to wholesale vegetable bases and places where most frequently there are illegal workers. Special attention to turn on firms, which already once have been convicted of it. It is impossible to ignore firms where former refugees prevail, basically from a post of the Soviet, Asian or African countries. The detained workers, through system of camps for deportation to send home, to calculate the sum for deportation. As a rule, at all at itself is money.

13. To create a database about apartments where lived illegal earlier, and to put them on the "special" account and to supervise on a regular basis for revealing illegal.

14. Labor exchanges in large cities, frequently become a place of dwelling illegal, and that is strange, illegal there not so it is difficult to find work, that is it is necessary to subject these places to spot-checks of police, for revealing illegal.

15. To strengthen the control over borders of Norway, for revealing illegal, "profi" and it is criminal in the beginning of their way.

16. For those who has received "positive", that is residence permit, but it was found out later, that this person "has surrendered" under an assumed name or gave out itself for citizens of other countries, to withdraw the decision on a refuge and further with him to act too considerably.

17. It is necessary to enter into practice experience the USA on border with Canada and Mexico. All not citizens of Europe at crossing each border pass obligatory registration. The given measure will help to trace a transit of persons asking a refuge on the countries of Europe or they can be identified on a photo as not everyone "surrender" under assumed names. Earlier that procedure was in operation, but has been cancelled later, now it operates in practice on boundary transition near Kinkiness.

18. Perhaps the most radical and the effective measure is a reduction of the financial help by that who expects the decision on a refuge twice, this measure will allow to reduce a stream "profi" twice.

19. Further, the person who needs a refuge, is ready to live in any place, it is not necessary in the central cities of Norway, therefore, camp of constant reception of refugees it is necessary to deploy only in Northern regions. Thus, solves three problems,

�) Settling of Northern territories.

b) Norway becomes unattractive for "profi", and the most part of them will leave the country independently.

c) the Pro will not visit Norway as here they have nothing to find.

20. For prevention crime actions and exact identification of the person, it is necessary to enter obligatory print fingers in embassies of the European countries at issue of visa. Such measure for a long time is applied at entrance to the USA, and no infringements of human rights in it are present. Application of the given measure will allow to solve weight of problems.

a) Begins possible to identify any person if it makes crime actions.

b) If the person to address for a refuge it will be uneasy to trace his way and reception of the visa.

c) Quite often seeking asylum give out itself for citizens of other countries or name assumed names, all these problems are solved so.

d) If the person earlier being in Europe made crime actions, and-or was late police on him already there is a file with prints of fingers, in this case it can be given refusal in entrance to Europe since earlier, being in Europe, it has proved to be the gangster.

e) Application of the given measure will allow to reduce a stream "profi" in the European countries so it him will be not favourable, dangerous and not perspectives.

21. As I spoke earlier creation of the all-European databank on prints of fingers, for more productive identification asking a refuge is necessary. Not a secret that is frequent under a kind seeking asylum the present gangsters, professional thieves and people - "drones" disappear.

Ladies and Gentlemen! This material shocks many, but the best way of defense is an attack. "Profi" attacked all Europe as a locust - a cabbage field and if today to not solve the accumulated problems they will have effect snow ����, acquiring all new and new crimes.

I understand, that for many it is strange to hear appeals to "draconian" or barbarous methods from lips of the defender of human rights. At occurrence of a problem from "profi" people which have real problems cannot receive the help, the help should be address and productive, and I never shall act on protection of injustice,

The treasury of any state, cannot be bottomless barrel, early poured late everything when be, comes to an end, still the big problems otherwise are inevitable.

So, in conclusion of this article, I want to tell that as spoke in the beginning, I am ready to engage in more detailed studying of this problem for development of concrete recommendations and search of ways of the decision of this problem.

I am ready to open independent public organization on counteraction "profi" with attraction of volunteers on places, and also creation of such organization becomes a good example for the next regions where these problems stand too sharply. There is a real opportunity of creation of new workplaces for inhabitants of these regions, but it would be desirable to be heard by authorities and to receive from them not only moral, material and financial support, but direct interaction in arising questions.

And in end, it will be annoying to me and it is very insulting, if, for example through two - three years Norway or the Scandinavian countries will be put before a problem "profi", but now nobody pays attention to it, in spite of, that of a becoming ripe problem was warned some times.
